Hyogo Prefecture Adopts ExaWizards’ “exaBase Generative AI Powered by GPT-4” – Generative AI Service will be Provided to Public Organizations Providing training services and multifaceted support for operational efficiency and policy-making –
ExaWizards (Minato-ku, Tokyo; President: Makoto Haruta; hereinafter referred to as “ExaWizards”) is pleased to announce that Hyogo Prefecture has adopted “exaBase Generative AI Powered by GPT-4” (hereinafter referred to as “exaBase Generative AI”), benefitting from enhanced functions such as input/output information security, compliance, and usage status management. Hyogo Prefecture will immediately introduce it on a trial basis to 100 employees.
ExaWizards provides AI services and products to improve productivity and solve social issues, and exaBase Generative AI for public institutions is part of this effort. ExaWizards incorporates the best practices of the private sector to provide multifaceted support to public institutions, such as by improving operational efficiency and policy-making and by providing training services to staff on generative AI.
☑️ Generative AI at Hyogo Prefecture
On April 28, 2023, Hyogo Prefecture notified all staff members of the required security settings and precautions when using “ChatGPT,” Open AI’s generative AI service. They established the “Project Team to Study the Use of ChatGPT and Other Generative AI” and held the first meeting on May 15. The team decided to (1) develop specific prefectural administration measures, (2) address pressing issues, and (3) collaborate with cities and towns to address wider issues and demonstrate the use of AI in business operations. These guidelines will be compiled by Fall 2023.
Hyogo Prefecture developed an environment to demonstrate the system to their employees. Trial use of exaBase Generative AI confirmed that security and compliance measures were in place to ensure safe use, and that it was easy for administrators to understand and manage input/output information and usage status. Hyogo Prefecture has since decided to adopt exaBase Generative AI on a trial basis for 100 prefectural employees.
☑️ The Project Team Studies ChatGPT and Other Generative AI
(1) Considering generative AI
Hyogo Prefecture solicited ideas from employees on how to use generative AI. Suggestions included improving administrative operational efficiency, solving social issues, and improving services to residents. Guidelines are currently under consideration as prefectural employees conduct operational demonstrations.
(2) “ChatGPT utilization training” in Hyogo Prefecture
“ChatGPT utilization training” was held for employees on June 5, 2023 by Takuma Oue, the Managing Director of ExaWizards, who also serves as advisor to the prefectural government’s project team for examining the use of ChatGPT and other Generative AI. 22 project team members and 16 General Affairs staffers from other departments participated in the training to develop human resources and lead the use of generative AI within the agency. After lectures on the fundamentals of generative AI, precautions for use, and the basics of prompt engineering, participants practiced prompts that they could use in their work.
During the exercise, participants used exaBase Generative AI to generate policy-related prompts, such as “creating ideas for a regional mascot,” “summarizing prefectural budget press releases,” “generating ideas for policies in response to legal revisions,” and “asking questions about the content of a 1,000+ page PDF on guidelines published by the government.”
